Position Purpose:

The Utility Business Development Director is responsible for leading and implementing strategic initiatives to expand the utility's customer base, revenue streams, and partnerships. This role involves identifying and developing water and sewer system acquisition opportunities and other related new business opportunities, building relationships with potential clients and partners, and driving growth through effective business development strategies. The director collaborates closely with internal teams, senior management, and external stakeholders to achieve business objectives and enhance the water utility's market presence. Reporting to the Vice President of Business Development

Primary Duties/Responsibilities:

  • Business Strategy Development: Develop and execute a comprehensive business development strategy aligned with the utility's Business Development overall goals and objectives. Responsible for end to end business development activities including the lead and opportunity origination efforts as well as overseeing activities related to contract execution and transition management.

  • Market Analysis: In coordination with the larger Business Development organization, conduct market research to identify emerging trends and drivers, competitive landscape, and utility acquisition and other growth opportunities within the utility sector.

  • Relationship Management: Cultivate and maintain relationships with existing customers/communities while actively cultivating origination opportunities aligned with the business development strategy and growth goals. Understand customer/community needs and tailor solutions to meet their requirements.

  • Partnerships and Alliances: Identify potential partnerships, alliances, and collaborations with other organizations, agencies, or private entities to enhance the utility's capabilities and expand its reach.

  • Proposal Development: Lead the preparation and submission of proposals, bids, and contracts to secure new acquisitions, projects or partnerships. Collaborate with cross-functional teams to ensure comprehensive and compelling proposals.Manage referendum and public education campaigns while coordinating consultants and business function support.

  • Contract Negotiation: Responsible for developing pricing strategies and negotiating contracts with customers and partners.

  • Networking: Represent the water utility at industry events, conferences, and meetings to establish the organization as a thought leader and to build valuable connections.

  • Risk Assessment: Evaluate potential risks associated with new business opportunities, partnerships, or projects and develop mitigation strategies.

  • Team Collaboration: Work closely with internal teams such as operations, finance, legal, HR, external affairs and communications to ensure seamless execution of business development initiatives.

  • Metrics and Reporting: Track and analyze key performance indicators related to business development efforts.

  • Regulatory Compliance: Stay up-to-date with relevant laws, regulations, and policies affecting the water utility industry to ensure that all business development activities are compliant.

Qualifications

Education/Experience/Background:

  • Bachelor's degree in Business Administration, Engineering, Environmental Science, or a related field. Master's degree preferred.

  • Proven experience (typically 7+ years) in business development, sales, or related roles within the water utility, environmental services, or infrastructure sector.

  • Particular experience in utility acquisition required.

  • Strong understanding of the utility industry, including technical, regulatory, and market dynamics.

  • Excellent communication and negotiation skills, with the ability to build rapport and trust with clients and partners.

  • Strategic thinking and problem-solving abilities, coupled with a track record of driving revenue growth.

  • Proficiency in data analysis and market research techniques.

Knowledge/Skills/Abilities:

  • Leadership skills to directly and indirectly manage teams and collaborate effectively across departments.

  • Ability to adapt to changing market conditions and implement innovative business strategies.

  • Willingness to travel as needed to meet clients, attend events, and explore new opportunities.

  • Strong proposal development and writing skills.

  • Organizational and project management skills.

  • Good computer skills in Google Platform (Gmail, Docs, Sheets, & Slides).

  • Ethical and detail-oriented approach to work.
